CRL Maungawhau Precinct Works

CRL will leave Maungawhau Precinct ready for future development.  

More frequent trains are expected to bring more people to live, work and spend time in the precinct surrounding Maungawhau Station.  

Eke Panuku will be working with developers to guide future urban regeneration of the 3.2ha area. More information about this can be found on their website. 

To support future development, a new, wide and welcoming pedestrian and cyclist link will be built to join Mt Eden Road with Shaddock Street and Maungawhau Station. 

Sites around the area will also be prepared for future development, including creating a green space on top of the tunnel portal which can be used by the community.  

Construction of the new link will take approximately 9-12 months and is expected to begin immediately after Link Alliance finishes their urban realm work. Link Alliance anticipates completing its urban realm work at the end of Q2 2025 (June).

  • CRL Ltd will be delivering a new shared pedestrian and cyclist space that connects Mt Eden Road with Shaddock Street and forms the main gateway into the station.   CRL Ltd will also be reinstating the area on top of the tunnel portal by turning it into a green space that can be used until decisions on the area’s future post-CRL can be made.

  • Construction is anticipated to take 9 to 12 months. We anticipate starting work on site after Link Alliance has finished, currently programmed for the end of Q2, 2025.  

  • The Link Alliance, a consortium of seven different companies including CRL Ltd, is delivering the main stations and tunnels contract for the City Rail Link. Their attention is being applied to the fit-out of the stations and testing and commissioning of trains and systems, alongside urban realm works around the stations. Finishing the stations and getting trains running remains their focus, with the smaller package of reinstatement works not requiring as large a team or organisational infrastructure as the alliance.   

  • The new pedestrian and cycling link to the station not only provides a way for people to get to and from the station with ease, but also traces the route of the underground tunnel. At more than 10 metres wide, it is intended to become the main non-vehicular entrance to the station from Mt Eden Road, with opportunities to activate the edges for amenity and vibrancy to be enjoyed by the community. The space will be able to be used for other purposes too, such as retail or hospitality, creating a welcoming urban space for people who live, work and/or travel through the area.  

  • CRL Ltd will be reinstating the area above the tunnel portal into a tiered green space with some small plants. This is to ensure the space is left tidy after the completion of the project while still allowing for it to be developed, whether into a park or something else, in the future. 

  • The space is no longer being developed into a park. Instead, the focus is on ensuring it is left tidy until its final form and future is determined as part of precinct delivery by Eke Panuku.  

  • You can expect to see similar measures to those of Link Alliance, to manage the effects of construction on neighbours and businesses. Noise and vibration levels are anticipated to be similar to the current urban realm works being delivered on site. 

  • CRL Ltd and its contractor will retain access to private property throughout construction. If temporary restrictions to access are required, we will speak with you about these requirements in advance of them occurring, to enable you to plan ahead.  

  • Work hours are likely to be similar to Link Alliance, who operate 7am-10pm, with no night works. However, this will be confirmed closer to construction commencing and after a contractor has been appointed.  

  • Not necessarily, depending on the property’s location and environmental impacts of the work. We invite you to contact us or your Link Alliance relationship manager to discuss further.  

  • Detailed design, community input and planning approvals are required before construction work can commence. We are progressing delivery as quickly as possible with a goal to finish construction before CRL opens in 2026. 

  • P5 minute parking on Korari Street will be provided to drop off passengers at the station. This is a one-way system for vehicles, exiting onto New North Road. There is also P5 parking on Fenton Street and P15 parking on Ngahura Street at the base of Porters Ave Bridge.  

  • The precinct is already well served by rapid bus services on the nearby New North Road and Mt Eden Road. The new, wide pedestrian and cycle link connects the station to Mt Eden Rd and the many buses that travel down it.  

  • Auckland Transport is not proposing any changes to the way traffic circulates prior to the opening of the CRL in 2026. They will, however, be resealing roads and footpaths and reviewing existing on-street parking restrictions around the station in preparation for the opening of the CRL. Future transport plans for the precinct are tied to Eke Panuku’s overall development of the adjacent blocks and therefore are not finalised. Any changes to the way traffic circulates around the precinct will be made in consultation with the community, Eke Panuku and Kāinga Ora. 

  • All CRL streetscapes meet accessibility and universal design standards, so that everyone can easily use them. Throughout design development, Link Alliance met regularly with Auckland Transport’s Capital Projects Accessibility Group to seek design feedback from disability advocates and promote best practice. 

  • New trees will be planted within underground tree pits that enable trees to grow better. We will plant semi-mature trees to accelerate establishment.  

  • Trees are an important part of the urban realm. For every tree we remove to deliver CRL, we will plant a new tree within our overall designation area. Additionally, low level planting will complement an enhanced street environment around all stations, including Maungawhau Station.
