Normanby Road Temporary Level Crossing Closure
Boston Road - manhole strengthening
A manhole located in Boston Road near JA Russell, needs to be strengthened with concrete. This will mean the reduction of traffic to a single lane to enable sufficient space for our work site.
This work will take place on Saturday 28 August.
This work will include:
Traffic Management to divert vehicles as required
Removing the asphalt
Hydro-vacing to expose the manhole connection. This will be noisy.
Mixing and pouring the concrete
Reinstatement of the road surface
The hours of work will be between 7am and 7pm.
The equipment required will include:
Excavators and hydrovac
Hand tools
Hot mix asphalt for the reinstatement of the road surface
Traffic controllers will be onsite to assist with traffic movement and noise reduction mats to mitigate noise disturbance.
Normanby Road - bridge end
As part of the works to widen the rail corridor for the City Rail Link, utilities are required to be relocated. This work is ongoing and undertaken as required.
During the week commencing 30 August, we will be cutting and removing asphalt using an excavator and hydrovac, to gain access to the existing ducts within the road. This will require the car parks on both sides of the road to be removed to enable sufficient working space while maintaining traffic movement. This work is expected to only take one day and be intermittently noisy. Noise reduction mats will help mitigate noise disturbance.
Night work - Normanby Road Bridge
From Monday 30 August to Sunday 5 September, we will be placing bridge beams.
A portion of this work will be carried out on night shifts between the hours of 10pm and 5am.
The work will involve the placement of 16 bridge beams early September. There will be truck and crane movements into site, potentially causing disruption to motorists travelling on Boston/Nugent Road – traffic controllers will be on site to help mitigate this. Light towers will be used to help illuminate the site with potential for light pollution – all lights will be facing towards site to help minimize this.
The required equipment will include cranes, truck, light towers and power tools.
Weekend of 21, 22 August
As part of the ongoing work to build the additional CRL line, we will be working on a variety of activities in the rail corridor over the weekend of 21, 22 August during Block of Line, when the trains are not running.
All this work will be undertaken between 7am to 7pm on Saturday 21st and 8am to 7pm on Sunday 22nd.
Where: In the rail corridor - east of the station (zones 1 and 2)
Scope of work:
Installing ducting and pits
Relocation of hoarding and removal of a light pole
Hoarding Removal and installation of precast panels
Equipment: Digger, excavator, hand tools, rock breaker, compactor, roller.
What to expect: This work will involve excavation of the current rail system for the installation of under-track services and relocation of removal of hoardings to make way for the works to proceed. Where possible, noise mats will be used to mitigate noise disruption.
Update 1 August 2021
We are continuing to undertake extensive excavation, service upgrades and foundation work, in preparation for the future City Rail Link tunnels and re-developed Mt Eden Station. Over the coming weeks, the following activities will commence in zones 1 and 2:
• Normanby Road: Install a network of upgraded services and storm water drainage
• Piling across the rail corridor
• Line marking on Mt Eden Road
• Eastern Grade Separation
Normanby Road - Install a network of upgraded services and storm water drainage
The team continue to excavate on Normanby Road, between the Boston Road roundabout and Enfield Street. This work is required to isolate existing services within the road and to install a network of upgraded services and storm water drainage.
The work will take approximately six months to complete and will require the temporary removal of carparks on Normanby Road (see map below). The temporary removal of parking spaces ensures that traffic in both directions and access to properties will be maintained.
This work will include:
• Traffic Management to divert pedestrians and vehicles when required
• Excavation and drilling under the road
• Installation of trench shields
• Pulling ducting and services across the road
• Installation of drainage services under the road
• Reinstatement of the road surface
• The hours of work will be between 7am and 7pm, Monday to Saturday

Piling across the rail corridor
As part of the works to widen the rail corridor for the new City Rail Link lines, a series of foundation works are taking place with within our construction site.
The team continue to drill bored piles along the rail corridor, on the Eastern side of Mt Eden. The main impact from these works is noise from the piles being drilled into the ground. Attended monitoring will be performed to ensure we comply with the consented conditions.
Line marking on Mt Eden Road
On the 28th of July to the 29th of July, the team will begin line marking maintenance on Mt Eden Road, between the intersections of Enfield Street and Boston Road.
This work will be carried out on night shifts between the hours of 10pm and 5am. During these works, there will be traffic management in place and traffic lane closures will be implemented when required.
Eastern Grade Separation on the rail corridor
The Eastern Grade Separation (EGS) is a series of complex works to accommodate the additional City Rail Link Northbound Line. Grade separation is a method of aligning the junction between two rail lines, which cross each other at different heights. A transitional trench from the East will dive below the Normanby Road over-rail bridge, in a northerly direction. The rail line will then enter the tunnel located at the Mt Eden station site, and travel towards Karangahape Road. The existing rail line will remain at ground level, travelling towards Kingsland. As part of the EGS works, a series of foundation works will take place within our construction site to support the structure.
The stage of work has started and will continue until early October 2021.
This work include:
• Tying and reinforcing steelwork
• Concrete pours for the foundations and roof slab
• Concrete breaking
• Erecting formwork
• The hours of work will be between 7am to 10pm, Monday to Saturday
The key equipment will include:
• Concrete trucks
• Excavators
• Crane

Normanby Road over rail bridge construction - Update
As part of the works to construct the new Normanby Road over-rail bridge, a series of preparation works are commencing on the East side of Mt Eden.
Temporary Services Bridge
Enfield Street footpath improvement
In preparation for when the Normanby Road level crossing is closed to pedestrians, and when people on foot are diverted over the new Temporary Services Bridge, Link Alliance are undertaking footpath improvement works on Enfield Street. This is to improve accessibility and to provide a suitable alternative route for those using a walking aid, pram, bike or scooter. The upgrade work includes installing tactiles on Enfield Street and restoring sections of the footpath surface.
Roundabout and Boston Road island removal
On Saturday the 3rd of July the team will begin to remove the roundabout at Boston Road and replace it with a temporary structure. This is part of wider works to construct the Normanby Road over-rail bridge and to redevelop the surrounding roads.
The removal will be carried out over full the weekend in the day as well as during night works, and will be complete by 5am on Monday the 5th of July. Traffic Management will be in place for the duration of the works and access to businesses will be maintained at all times.

On Friday the 9th of July the team will continue to excavate the road outside 49 Boston Road. This work is required to isolate existing services within the road and connect the new wastewater services (see map below).
This work will take place over two weekends:

9pm on Friday the 9th of July until to 5am on Monday the 12th of July
• 16th-19th of July
9pm on Friday the 16th of July until to 5am on Monday the 19th of July
This work will include:
• Traffic management in place
• Excavation and drilling under the rail corridor
• Installation of a trench shield within the rail corridor
• Pulling ducting across the road to the rail corridor
• Installation of drainage within the road

Mt Eden Road Bridge
From early July, the team will be installing sheet piles within the construction site by 97 Mt Eden Road. Sheet piles are segments of steel material that are driven into the ground using a crane with a vibrating attachment. These sheet piles are used to provide ground retention and support for future excavations.
The main impact from these works will be vibration from the piles being drilled into the ground, however attended monitoring will be performed to ensure we comply with the consented conditions.
These sheet piles will be installed in three locations on site (see blue areas on map below) and will take approximately two weeks in total to complete.

In preparation for the Normanby Road over rail bridge, the team continues to drill piles and install sheet piles adjacent to the Temporary Services Bridge. This work will continue over the next 5 weeks.
The main impact from these works will be vibration from the piles being drilled into the ground, however attended monitoring will be performed to ensure we comply with the consented conditions.

To work on the existing rail tracks, Link Alliance utilises KiwiRail’s Block of Lines (BOL) which are short periods throughout the year when trains are not running on the rail network. The next BOL is Saturday 10th – Sunday 11th July.
Removal and installation of the Overhead Line Equipment (OHLE) masts and equipment
Saturday 10th and Sunday 11th July, 8am - 6pm
Where: Dominion Road overpass however the high-rail vehicle (HRV) will be accessing the rail corridor at Morningside
Equipment: High-rail vehicle, truck with hiab and trailer
What to expect: Likely impacts from noise and lights. Noise from plant and banging of steelwork with hammers. The high-rail vehicle is required to sound the horn before each movement. Vehicle and work lights will be used during reduced daylight in accordance with KiwiRail HRV plant operation rules and procedures.
Adjusting / removing rail hoardings Sunday 11 July from 2pm for 3-4 hours
Where: Dominion Road overpass
Scope of work: To allow access for other crews to complete their work, the hoardings need to be removed or relocated.

To prepare for the closure of the Normanby Road level crossing and to enable the construction of the Normanby Road over rail bridge, we will be installing traffic lights at the Mt Eden/ Normanby Road intersection, and the Mt Eden/ Boston Road intersection. Closing the level crossing permanently will improve peoples safety by separating people, cars and trains. This work will be completed in stages to minimise disruption, as detailed in the tables below.
Temporary removal of 4 carparks Commencing May 2021
Where: Normanby Road and Mt Eden Road intersection.
Scope of work: The work will include the temporary removal of 4 parking spaces to allow for a signalised pedestrian crossing and signalised cycle lanes which has been previously notified.
What to expect: This stage of works will be performed during the day. Traffic in both directions and pedestrian routes will be maintained. Traffic management will be in place. Noise mats will be used to mitigate noise nuisance.
Removal of the existing road median and traffic island Commencing 5 May to 12 May
Where: Normanby Road and Mt Eden intersection.
Scope of work: The work will include removing the existing road median and traffic island in the center of the road, to enable traffic light installation which has been previously notified.

Works around 97 Mt Eden Road are ongoing as part of extending the existing Mt Eden road over rail Bridge for the future City Rail Link tunnels.
What & When: Laying asphalt on the Mt Eden Bridge road (West side) Commencing 26 May to 3 June

Scope of work: The work with involve laying asphalt over the new Mt Eden Bridge as well as line marking.

What to expect: To support the asphalt works there will be a full closure on Mt Eden Road between Water Street and Enfield Street from 9pm to 5am. Ballast stones will be laid upon the rail track in this section. The ballast stones help form the track bed, offering stabilisation, drainage and preventing vegetation growth along the rail corridor.

Realignment of track 12am to 4am Tuesday 9 February

A tamper machine will measure, lift and realign the rail. The machine will also pack the ballast stones underneath the rails to support them.
Equipment: KiwiRail’s mechanised tamper rail vehicle which lifts and realigns the rails will be used.
What to expect: This section of emergency maintenance work is likely to be noisy. Noise mitigation will be used where possible to minimise the impact.

The road will be closed from 7am on Saturday 23 January until 7pm on Sunday 24 January, however our working hours will be 7am to 7pm each day. We will be digging a trench within Boston Road to install communications ducts for use on the yet to be built, temporary services bridge.
You may experience some noise however we will surround the site with noise reducing matts to help minimise any noise disruption.

Where: Boston Road between Mt Eden Road and the roundabout
Equipment: A small excavator, hydrovac truck, concrete saw and rock breaker will be used to create a trench enabling the utilities team to work on the below ground services.
Scope of work:
A full road closure will be in place on Boston Road between Mt Eden Road and the roundabout.
Traffic Controllers will be on hand to maintain access to private properties within the road closure.
Some noise may be experienced from the concrete cutter and hydrovac truck, however sound reducing matts will surround the site to help minimise any noise disruption.

Sheet piling continues Wednesday 2 December 2020
Where: Within the rail corridor, between Normanby Road and Auburn Street
Scope of work: Install 300 x temporary sheet piles within the rail corridor to provide soil retention, excavation support and a safety barrier. Sheet piles are sections of sheet steel with interlocking edges that are vibrated into the ground to form a wall (see image below). An excavator-mounted vibro-hammer will be used to place the piles into position.

Where: Within the rail corridor, between Normanby Road and Severn Road
Track Formation & Drainage Works - Saturday 26 December 2020
Where: Within the rail corridor (starting opposite 33 Boston Road and progressing West towards the motorway overpass)
Scope: Remove existing ballast and track formation, excavate under the existing down main railway track, construct new track formation (subgrade and subsoil levels) and drainage, reinstate ballast and sand drag. The subgrade is the native material that lies underneath a constructed road or railway track. It is made up of layers of granular material such as sand, gravel and crushed stone. This granular material is combined with layers of geosynthetic materials such as geogrid and geotextile that are used to reinforce and stabilise soil behind retaining walls.
Duration: About a week

Asphalt Repairs and Slot Trench holes - 28 December 2020 (contingency date 4 January 2021)
Where: Normanby Road
Scope: Asphalt Repairs – backfill and level the road, reinstate asphalt (may include night works)
Slot Trench holes – concrete breaking, trench excavation for trial holes, backfill, level the road and reinstate asphalt
Duration: About one week
Equipment: Excavator with bucket attachment and concrete breaker, hydrovac, compactor, 6-8 wheel trucks
What to expect:
Noise and vibration from excavation and compacting
Road shoulder closure in place - two-way traffic maintained
Traffic management in place to maintain pedestrian and vehicle access to properties.
Excavation behind Sheet Piling Retaining Walls - Monday 28 December 2020
Where: Within the rail corridor – between Normanby Road and Auburn Street
Scope: Excavate behind the sheet piles to relieve pressure build up behind the sheet piles once future excavation occurs to a depth of six meters (maximum build up of soil behind the sheet piles is approximately three meters)
Duration: About one week
Equipment: Excavator, 6-8 wheel trucks

Install ducting under the rail corridor - Tuesday 29 December 2020
Where: Within the rail corridor, between Normanby and Severn Road
Scope: Excavate and install steel pipes for temporary ducting under the rail corridor, opposite Auburn Street (circled in red in the image below)
Duration: About three days
Equipment: Excavator with bucket attachment, hydrovac, hi-ab truck, excavator with grab attachment
What to expect: Noise and vibration from excavation, lifting pipe into place, backfilling and compacting material
Installation of Rail Separation Hoardings - Monday 4 January 2021
Where: Within the rail corridor – Between Normanby Road and Auburn Street
Scope: Install a gravity concrete block hoarding with pre-fabricated timber frames and timber hoarding panels. (Similar to the image to the right).
To install the gravity block hoarding we’ll use a hi-ab truck, and telehandler if required, to lift the frames and blocks into place then attach the timber panels and diagonal bracing with hand tools. Trucks will be delivering materials.
Duration: About two weeks
Equipment: Hi-ab truck, telehandler, generator for powered tools, hand tools – tension control bolt/hydraulic wrench or manual torque wrench
What to expect:
Trucks delivering concrete blocks to site
Hi-ab truck and telehandler lifting concrete blocks, prefabricated frames and panels into place
Some noise from timber panels and diagonal bracing being attached.
Utilities Crossing Installations - 9 – 10 January 2021 and 16 – 17 January 2021
Where: Boston Road – 9 - 10 January 2021 (contingency date 23 - 24 January 2021) Nugent Street – 16 - 17 January 2021 (see images below)
Scope: Concrete breaking, trench excavation, install utilities, backfill, level the road and reinstate asphalt
Duration: Possible four days over two separate weekends
Equipment: Excavator with bucket attachment and concrete breaker, hydrovac, compactor, 6-8 wheel trucks
What to expect:
Noise and vibration from excavation and compacting
Road closure and traffic detour in place
Traffic management in place to maintain pedestrian and vehicle access to properties
Erect Temporary Services Bridge steel columns and main truss bridge span - January/February 2021 date TBC
Where: Normandy Rd
Scope: Install steel column sections to each bridge pier, main steel truss bridge span and earthing and bonding
Duration: Approximately two weeks
One week – install steel and earthing and bonding
One week – connect services column to truss
Equipment: 200 tonne mobile crane, excavator, rattle guns, hand tools, welding equipment, trucks delivering materials, elevated work platforms (EWPs)
What to expect:
Night works required to install columns, main truss bridge span and earthing and bonding
Night deliveries – main bridge span delivery will take place outside our normal working hours to comply with Auckland Council’s oversize delivery permits
Night works required for service connections on Normanby Road bridge pier to ensure safe working conditions above OHLE wires
Some noise and lights from the crane lifting columns and truss into place
Crews welding bridge span to columns using EWPs for height access
Traffic management in place
Trucks delivery materials to site
