City Rail Link recognises the importance of developing the people who work on this iconic infrastructure project.
People within our Focus Group, Mana Whenua, Māori, Pacific Peoples and youth, may face barriers within the workforce and our goal is to remove these by providing professional growth that enhances and improves their lives and wellbeing. The project’s aim is for people to leave the City Rail Link having gained skills, qualifications and experience that will enhance their careers, leading to increased job satisfaction, prosperity and health for both themselves and their whanau.
Our main construction partner Link Alliance has now inducted over 10,000 people to site at the training hub Te Manawa. With more than 19 million hours worked on the project. More than half of Link Alliance’s focus group have career development plans in place and 100% are actively involved in training.
CRL’s delivery partners are working to upskill our Focus Group workers through the following initiatives:
Developing career plans that focus on future goals and pathways
Providing relevant training that supports leadership roles for Focus Group workers
Making use of accredited programmes which provide the qualifications required to upskill our workers
Establishing industry partnerships for workforce skill acquisition and utilisation
Utilising government training and development programmes
Developing and implementing workforce training and skill development programmes
Providing mentoring and pastoral care to assist those within the focus group to remain in work
Link Alliance has partnered with Zeducation, a Pacific Peoples owned business led by founder and CE Pasitaua Haufano, to deliver a series of training courses designed to empower people to make a difference in the workplace and their personal lives.
This leadership programme has targeted Māori and Pacific Peoples working on the CRL project and includes:
Assertiveness and Confidence
Wellbeing
Money Confidence and
Team Leadership.

Two of Link Alliance workers share their experiences and how the Assertiveness and Confidence Training by Zeducation has helped them with their roles.
This training has been delivered as part of Project Ikuna, a four-year programme for Tāmaki Makaurau employers wanting to upskill their Pacific workers.
The project initiated by Tātaki Auckland Unlimited provides the skills and knowledge needed to adapt to the future of work.
Te Ara Whanake (Downer)
Alliance partner Downer has extended the Te Ara Whanake Māori leadership programme to CRL Ltd and Link Alliance staff.
The leadership programme is for Māori, led by Māori, in a marae setting with a focus on Māori embracing their heritage, being proud of who they are, where they come from and stepping into the leadership space.
Helping us to identify and develop Māori employees to become influential leaders and role models.

BCITO Apprenticeships
BCITO apprentices working on the City Rail Link project can now access night classes organised by BCITO at the CRL Te Waihorotiu site.
Working together with BCITO Link Alliance are helping to help fast track our apprentices towards formal qualifications.
BCITO have designed classes to help strengthen knowledge around set strands of the qualification, get progression on apprenticeships, build teamwork, and create a safe place to hold discussions and influence and encourage others on site and in the industry to take up apprenticeships to progress in their personal journeys.
Apprentices can also connect with their training advisors to complete their assessments.
